Excellence in Governance
The Commission’s Excellence in Governance Model includes an overarching statement of guiding leadership principles. These are positive, general principles that serve as the foundation of how the Commissioners conduct business and lead the District as the governing body. They are motivational and driving traits for how the Commissioners will engage as individuals and as a Board of Commissioners in the best interest of the District and its ratepayers.
In February of 2013, the Commission, General Manager and the management team met in a strategic planning session facilitated by an independent consultant. With input from staff and Commissioners, the General Manager developed a Strategic Direction document, for the 2014-2018 five-year period. In February of 2014, the first Strategic Direction document was finalized and approved by the Board of Commissioners.
Many changes, such as the appointment of a new General Manager, have occurred since the Strategic Direction document was first developed.
In 2016, the Strategic Direction was revised and approved by the Board of Commissioners at the February 23, 2016 regular Commission meeting.
The revised 2014-18 Strategic Direction includes a:
- new General Manager’s Message;
- revised Statement of Guiding Principles, to include Safety First;
- new Strategic Priority “Public and Employee Health and Safety “;
- overview of the Strategic Technology Plan, and
- other updated general information.
The Strategic Direction, along with the Rules and Regulations for Electric Service; the Biennial Operating Plan, and the Annual Operating and Capital Budgets, are the overall guiding documents for the District. These documents support the District’s Long Range Plans, which include the Electric System Plan, the Integrated Resource Plan, the Broadband Plan, and the Strategic Technology Plan.
