Low Income Disabled Discount
Franklin PUD offers a 30% monthly discount to qualified applicants who have a
disability themselves or have a household member with a qualifying disability, based on
their total annual household income.
Things to know:
- The discount takes effect once your certification is complete and approved.
- Only one discount is available per household, applied to the customer’s primary
residence. - Income verification and a disability verification is required every three years or
upon Franklin PUD’s request. - To ensure a smooth certification process, please have all required
documents ready when you apply. This will help avoid any delays in receiving
your discount. Please note that Franklin PUD may request additional information
to verify your eligibility. If you have any questions about what documentation is

How to Get Certified:
To apply for this discount or to re-certify, please call Franklin
PUD’s Customer Service Department at (509) 547-5591. They are available Monday
through Thursday, from 7:00 a.m. to 6:00 p.m. Franklin PUD is closed on Fridays and on
observed holidays.
Required Documents: One of the following
- Valid government issued driver’s license or identification
- Valid passport issued by any country
Two of the following:
- Proof of Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI)
- Bank statement showing a direct deposit of a Social Security benefit
- Benefit award letter(s) from Social Security
- Department of Social and Health Services (DSHS) documents proving household income
- Federal Income Tax Return documents
One of the following:
- Valid Washington State Disabled Parking Permit
-OR- - Certification of disability by a Physician or Mental Health Professional – (This form will be provided to you by Franklin PUD or Sustainable Living Center).
Eligibility Requirements:
- Applicant must provide all required documentation in order to process certification
- Applicant must have electric service under Rate Schedule No. 1 Residential Service.
- Applicant must meet income guidelines listed below. The income guidelines used for certification (including income of spouse or co-tenants) for the previous calendar year:
