Helping Hands: Your Community Supporting Neighbors in Need.

Franklin’s Helping Hands program provides crucial emergency assistance to local
customers who are struggling to pay their electric bills.

Who Can Receive Help?

The program is available to low-income households, based on Washington State guidelines (WAC 194-40-030). Generally, this means a household
income that doesn’t exceed the higher of 80% of the area median income or 200% of
the federal poverty level, adjusted for household size. Please note that assistance is
subject to available funding.

The Benton Franklin Community Action Connections (CAC)
manages the application process and distributes funds to eligible Franklin PUD

Join Us in Making a Difference: Donate to Helping Hands and RoundUp!

You can directly support your community by donating to the Helping Hands program.
Your generosity can provide vital assistance to families in need. We offer two
convenient ways to donate:

  • One-Time Donations: Any amount is appreciated.                        
  • RoundUp: Enroll in our simple RoundUp program! Each month, your electric bill
    will be rounded up to the next dollar, and the small change will go directly to
    Helping Hands. For example, a bill of $62.38 will contribute $0.62 and be
    rounded up to $63.00. You can opt out of RoundUp at any time by contacting
    Franklin PUD Customer Service or through your SmartHub account.

Easy Ways to Enroll in RoundUp:

  • Simply check the box on your payment stub when mailing it in or dropping it off.
  •  Sign up through your online SmartHub account.
  • Call our Customer Service team at (509) 547-5591.
  • Visit our office and ask a representative to enroll you.

All donated funds are managed and distributed by the Benton Franklin Community
Action Connections (CAC).

You can help by making a donation to our Helping Hands Program.  Your donation can make a big difference.  Donations can be one-time or recurring donations through RoundUp. When you enroll in RoundUp, your bill will be rounded up to the next nearest dollar each month. For example, if your bill is $62.38, it will be rounded up to $63.00. The extra 62 cents will go to Franklin PUD’s Helping Hands Program.

Round Up Enrollment

You can enroll in round up by:

  • Check the box on your payment stub and mail it in with your payment or drop it by our office
  • Logging into your SmartHub account and enrolling in the program
  • Contacting a Customer Service Representative at (509) 547-5591
  • Coming into our office and having a Customer Service Representative sign you up

You may discontinue your participation in the RoundUp program at any time by contacting Franklin PUD’s Customer Service Department or logging into your SmartHub account. The donations are turned over to the Benton Franklin Community Action Connections (CAC) for disbursement.
