Integrated Resource Plan

RCW 19.280 mandates that Franklin PUD must develop a comprehensive Integrated Resource Plan (IRP) every four years, with a two-year update, to detail the mix of generation and demand-side resources it will use to meet customers’ long- and short-term electricity needs. The IRP analysis must include load forecasts, conservation assessments, supply-side resource evaluations, an economic appraisal of renewable and nonrenewable options, and a preferred action plan. The 2024 IRP aims to forecast future demand and identify an optimal, affordable, and reliable resource mix that meets both regulatory and social expectations.

Conservation Potential Assessment

This report presents the Conservation Potential Assessment (CPA) conducted by Lighthouse Energy Consulting and Nauvoo Solutions for Franklin PUD. The CPA was undertaken to estimate the cost-effective energy savings potential for the period of 2026 to 2045. This assessment is a requirement because Franklin PUD is subject to the Washington Energy Independence Act (WA EIA), which mandates utilities with over 25,000 customers to identify and acquire all cost-effective energy efficiency resources. The report details the results for the full 20-year period, with specific focus on the 2- and 10-year targets under the WA EIA, as well as the 4-year interim compliance period for the state’s Clean Energy Transformation Act (CETA).

Demand Response Potential Assessment

This report summarizes the 2025 Demand Response Potential Assessment (DRPA) conducted by Lighthouse Energy Consulting and Nauvoo Solutions (the project team) for Public Utility District No. 1 of Franklin County (Franklin PUD). The DRPA estimated the cost-effective demand response potential for 2026 to 2045.

Clean Energy Implementation Plan 

This document defines the detailed requirements for a utility’s Clean Energy Implementation Plan (CEIP), serving as a roadmap for meeting state clean energy and greenhouse gas neutrality standards. The CEIP requires utilities to establish specific interim targets for the use of renewable and nonemitting resources, as well as concrete goals for energy efficiency , demand response , and renewable energy. The CEIP must also be consistent with the utility’s long-term resource plans and specify any planned use of alternative compliance options. Franklin PUD’s Clean Energy Implementation Plan was adopted by the Board of Commissioners at the November 12, 2025 regular meeting.
