Low Income Disability Discount Overview English & Spanish - printable version

Qualified Franklin PUD applicants may receive a 30% monthly discount based on their total annual household income and a qualifying disability for themselves or a household member. The discount is effective the day the certification is completed and approved. Only one discount per customer is allowed and will be applied to the residence where the disabled individual resides. A certification, disability verification and income verification are required every year or upon request of Franklin PUD in order to continue receiving the monthly discount.

How to Get Certified:

To apply or re-certify your discount, please contact Franklin PUD’s Customer Service Department at (509) 547-5591 Monday through Friday from 8:30a.m. - 5:00p.m. to schedule a certification appointment.

Required Documents:

  • WA State Driver License or ID

Two of the following:

  • Proof of Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI)
  • Bank statement showing a direct deposit of a Social Security benefit
  • Benefit award letter(s) from Social Security
  • DSHS documents proving household income
  • 2020 Tax Return documents

One of the following:

  • Valid Washington State Disabled Parking Permit
  • Certification of disability by a Physician or Mental Health Professional – (This form will be provided to you by Franklin PUD or Sustainable Living Center).

Eligibility Requirements:

  • Applicant must provide all required documentation
  • Applicant must have electric service under Rate Schedule No. 1 Residential and Small Farm Service.
  • Applicant must have a total annual income (including income of spouse or co-tenants) for the previous calendar year as set in the guidelines below:
